The Director must run and watch over the privacy and information-sharing rules under this part of the law. The Director can make rules or guidance so all agencies interpret the rules the same way. The Director must set up and publish a clear process for naming agencies or parts of agencies as statistical agencies or units, including criteria and how the process will be open. Agency heads can make rules to carry out this part, but rules about sharing data must come from the agency that collected the data. The Director must review and approve any agency rule for consistency. Agency heads must give the Director reports and other information when asked. Designated Statistical Agency — a type of agency defined in section 3576(e). Each Designated Statistical Agency must send an annual report to the Director and to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs about actions under section 3576, including copies of written agreements under section 3576(c)(1). The Director must summarize those reports and actions in the yearly report to Congress on statistical programs under section 3504(e)(2).
