Set up a process that lets agencies, the Congressional Budget Office, State, local, and Tribal governments, researchers, and others apply to use data that a statistical agency or unit has collected or bought for making evidence. The process must be the same across agencies, use one common application form, spell out how decisions are made, include deadlines so decisions happen quickly, offer an appeal route for denied or delayed requests, and require public posting of every application, each application’s status, the decision, and any other info needed for openness. The Director must talk with the public and other stakeholders, including agencies, State and local governments, and non-government researchers. The head of each statistical agency or unit must put the process into action.
