Title 44 › Chapter CHAPTER 39— - GOVERNMENT PUBLISHING OFFICE: OFFICE OF INSPECTOR GENERAL › § 3902
The Director of the Government Publishing Office must appoint an Inspector General. The choice must not be based on politics and must be made for integrity and skill in areas like accounting, auditing, financial analysis, law, management analysis, public administration, or investigations. The Inspector General reports to the Director but the Director cannot stop the Inspector General from starting, doing, or finishing any audit or investigation, or from issuing a subpoena during an audit or investigation. The Director can remove or transfer the Inspector General, but must give a written reason at least 30 days before to the House Committees on House Administration and Appropriations and the Senate Committees on Rules and Administration and Appropriations. The job is a senior-level position with pay at least equal to the average pay of other senior staff and yearly pay changes that match the average increase for those senior staff. The Inspector General cannot receive any cash awards or bonuses, including under chapter 45 of title 5. The Inspector General must get legal advice from a lawyer who reports directly to the Inspector General or to another Inspector General, following the office’s hiring rules.
