Congress says printed works it orders must go into four groups: Senate reports, House reports, Senate documents, and House documents. Each group gets its own consecutive numbers that keep counting through the whole term of Congress, except for papers printed for the Senate in executive session. Copies meant for State libraries and other official depositories of annual or serial publications from executive departments must not use those House or Senate numbers; they must be labeled by title and bound under section 738, and any departmental edition must be printed at the same time. Committee hearings can be printed as congressional documents only if Congress or either House specifically orders it.
