Requires that reports Congress orders be put on an online reports portal in certain cases. Any report that a law says must be sent to the House, the Speaker of the House, the Senate, or the President Pro Tempore on or after December 23, 2022, or that the Clerk or Secretary lists as received on or after that date, must be handled under this rule. The Director must also try to put older, already-required reports on the portal when possible. For reports sent to a committee or subcommittee, the rule applies to reports first required by laws passed on or after December 23, 2022. The Director should also, when practical, publish older committee reports unless the committee chair sends a written notice asking the Director not to publish it. The Director must post that written withholding notice on the portal. Congressional leaders must always be allowed to see any congressionally required report.
