Title 45 › Chapter CHAPTER 19— - ROCK ISLAND RAILROAD EMPLOYEE ASSISTANCE › § 1001
Congress finds that keeping trains running on Rock Island lines depends on giving proper protections to employees who are not hired by other railroads. For those workers, there is no practical way to get money to pay the costs the Rock Island Railroad took on. Ending Rock Island service would hurt the economies of the States it mainly serves, and stopping service too soon on lines being considered for purchase would harm shippers and could threaten important commuter trains.
