The Commission must give any case about the Rock Island Railroad priority over other rail carrier cases and make its decisions as soon as it can. Within 100 days after an application under section 915 is filed (or sooner if a court orders), the Commission must decide all cases filed after January 1, 1980 that involve the sale, transfer, or lease of any Rock Island line to a solvent carrier.
