Title 45 › Chapter CHAPTER 20— - NORTHEAST RAIL SERVICE › § 1101
Congress says the 1973 Regional Rail Reorganization Act did not create a stable railroad system in the Northeast and ended up costing taxpayers billions more than first expected. Rail freight and commuter service in the Northeast and Midwest do not meet the public’s needs or national security needs. Even after large federal aid to Conrail, private-sector rail service that protects trade between states has not been secured, so federal steps are still needed to keep essential rail service. Protections for workers of bankrupt railroads have led to much higher benefit payments and a heavy cost to taxpayers. Making Conrail pay those costs would ruin its chances of becoming profitable and would hurt its workers. Congress says a different, funded system must be created to protect those employees.
