An employee or a group of employees and an airline can ask the National Mediation Board to help settle certain labor disputes. The Board can take cases about pay, rules, or working conditions that were not fixed in conference. It also covers other disputes not for an adjustment board or where conferences were refused. The Board may act in a labor emergency, and its help can be used in the same way and to the same extent as disputes covered by section 155.
