The corporation must keep using its own workers to run and service the rail lines, property, equipment, and facilities it got under this law. Work to maintain, repair, rehab, or modernize those things should be done by its employees, including those on furlough. If it truly does not have enough workers and cannot hire more, it can hire outside contractors for the work it cannot do itself, unless a collective-bargaining agreement says the employee representatives must agree first. "Unable to hire additional employees" means the corporation is expected to set up and run apprenticeship, training, or recruitment programs to get enough skilled workers.
