The United States will only pay for agreements or benefit plans under section 797, or for termination allowances under section 797a, up to the amount of money Congress provides under section 797l. The Corporation, Amtrak Commuter, and commuter authorities are not responsible for paying under those agreements or termination allowances. Until April 1, 1984, the Corporation is also not liable for employee-protection obligations when assets are sold; the buyer must take on the Commission’s required employee-protection duties for any workers hurt by the sale.
