It gives the nation tools to rebuild and keep the U.S. railroad system running well. The goal is to repair tracks and equipment, improve how railroads operate and are run, fix their money problems, and help rail stay a strong, private way to move goods that saves energy and is kinder to the environment. It does this in six ways: changing rates and rules; helping restructure railroads with planning power, faster merger reviews, and reorganization authority; providing financing for repairs, a final system plan, and the Northeast Corridor project; temporarily keeping service on low-traffic lines that support jobs and communities; requiring audits, accounting, and repayment rules to protect federal money; and doing needed studies. The policy sets seven goals: balance the needs of railroads, companies that ship goods, and the public; promote competition among all transport providers; let railroads change rates in competitive markets; make rates reflect seasonal, regional, and shipper demand; price separate rail services separately; set standards for adequate railroad revenues; and update how railroad rate-setting groups work.
