§3106 Master key control system

Title 46 › Subtitle Subtitle II— - Vessels and Seamen › Part Part B— - Inspection and Regulation of Vessels › Chapter CHAPTER 31— - GENERAL › § 3106

Last updated Apr 6, 2026|Official source

Summary

Owners of inspected vessels must keep a master key control system (manual or electronic) that limits who can get copies of the vessel’s master key. They must make and keep a list, by job position, of crew allowed to use the master key and keep that list on the vessel, with the owner, and in the vessel safety management system. They must also keep a log of every time the master key is used, showing date and time, the location opened, and the name and rank of the person who used it. The list and log must be given to FBI agents, Coast Guard members, or other law officers if asked. Crew not on the list may only use the master key in an emergency and must tell the master and owner right away after using it. The log can be electronic but must be kept in one central place that law enforcement can access. A crew member who uses the key without permission can be fined up to $1,000 and may face suspension or revocation under section 7703. This requirement does not apply to vessels covered by section 3507(f).
