The Federal Maritime Commission can investigate any conduct, agreement, fee, or charge it thinks breaks the rules and may cancel or change such agreements. Investigated items stay in effect unless a court injunction stops them. Within 10 days of starting a proceeding the Commission must set a date for its final decision and may extend it. It can punish parties who delay, including ruling against them. After hearings it must write and publish a report that is evidence in federal court.
