The Federal Maritime Commission must make rules for U.S. ocean shipping with other countries to carry out the goals in section 50101. The rules must not conflict with other laws. They help shipping deal with problems from foreign laws or foreign competitors and can cover routes, intermodal moves, terminals, cargo getting, agency and intermediary services, and other transport activities. The Commission can start a rule on its own or after any person, including another U.S. government part, asks for one.
