Creates a National Shipper Advisory Committee. It must advise the Federal Maritime Commission on policies to keep international ocean shipping competitive, reliable, honest, and fair. The Federal Maritime Commission must pick 24 members who have relevant experience. Twelve must represent groups that import goods into the United States by ocean carriers and twelve must represent groups that export goods from the United States by ocean carriers.
