You must not arrange, offer, advertise, or provide passenger transportation on a vessel covered by this law in the United States unless you have filed with the Federal Maritime Commission proof that you can pay passengers if the transportation is not performed. To meet this rule, file either information the Commission asks for or a copy of a bond or other security in the form the Commission requires. If you file a bond, it must be issued by a bonding company that is authorized to do business in the United States.
