The Secretary of Transportation must study ways to encourage new ideas for moving cargo in U.S. domestic and international trade. The Secretary must also study the economic and technical issues of using cargo containers to follow the policy in section 50101. The U.S. government may not favor one carrier over another because of the length, height, or width of cargo containers or of container cells. That rule applies to all current container ships and to any that will be built or rebuilt.
