The Secretary of Transportation can require operators of vessels that carry goods between the U.S. and other countries to file reports about how the vessel is used and how it performs. Those reports must be signed, confirmed as true, and filed when and how the Secretary’s rules say. If an operator fails to file, they owe a $50 fine for each day of the violation. The unpaid fine becomes a lien on the vessel, and the government can sue the vessel in federal court where it is located. The Secretary can cancel or reduce the fine.
