The Secretary of Transportation can run and support training so U.S. citizens learn to operate the merchant marine safely, including serving as a naval and military helper in war or emergencies. The Secretary can give schools excess government ships, fuel, and ship gear for teaching by gift, loan, sale, lease, or charter. For certain Reserve Fleet ships, the Secretary of the Navy must agree first. The schools covered are the United States Merchant Marine Academy, State maritime academies, and approved nonprofit or state/local training schools. The Secretary can get needed information, facilities, equipment, or staff from other federal agencies if the Maritime Administration pays them back. The Secretary may hire instructors for the Academy without using the usual federal competitive hiring and pay rules. The Secretary may also transfer ownership of Maritime Administration property (not land or vessels) to a nonprofit or state if the property is not needed, and the recipient agrees to take on liability for hazardous materials, gives a plan and proof of funds, returns or gets approval to keep or sell the property later, and accepts any other conditions the Secretary sets. If the property is used in ways not approved, ownership can revert to the government.
