The Superintendent of the United States Merchant Marine Academy can give a Bachelor of Science to someone who meets rules set by the Secretary of Transportation and, if they are a U.S. citizen, has passed the merchant marine officer’s license exam. If a person cannot take that exam only because of a documented medical or psychological condition, they must not be denied the degree for not taking it. The Superintendent can also award a master’s degree to someone who meets the Secretary’s rules. A master’s program can use non-appropriated funds, must be accredited, and those funds must be credited to the Maritime Administration’s Operations and Training appropriation and stay available until spent for related costs. The Superintendent must keep separate, detailed records of those funds and expenses, and the Secretary may make rules to run the program. Graduation from the Academy does not by itself give a license to serve on a merchant vessel. A “documented medical or psychological condition” means a physical disqualification or a psychological condition (including mental health problems from sexual assault or sexual harassment) that a medical or psychological provider has treated or is treating.
