Allow the United States Merchant Marine Academy to apply for and accept qualifying research grants when a professor or instructor at the Academy will carry out the research. A qualifying research grant is a competitively awarded grant from the Federal Government (not the Department of Transportation), a State, a corporation, a fund, a foundation, an educational institution, or a similar group to pay for a scientific or educational research project. The Maritime Administrator must keep grant money in a separate account. The Superintendent must spend the funds according to the grant terms and the rules. Academy appropriations may be used to pay costs of applying for or pursuing these grants, subject to any limits in appropriations laws.
