A civilian nautical school is a U.S. school (not the U.S. Merchant Marine Academy, a State maritime academy, or another federal school) that trains people who live on a vessel for service in the merchant marine. The Secretary of Transportation may inspect these schools and set rules to rate and certify their courses, instructors, and equipment.
