A U.S. government agency can get insurance from the Secretary of Transportation if the President approves, except as limited by sections 17302 and 17303 of title 40. With the President’s okay, the Secretary of Transportation can also give that insurance when the Secretary of Defense or other agencies the President names ask for it, and the insurance can be provided without a premium if the Department of Defense or the agency agrees to pay for any losses the insurance would cover. The Secretary of Defense and those agencies may enter into such an agreement. The President’s signature, or the signature of someone the President names, on the agreement counts as the approval required by section 53902(a).
