Allows a non-coastwise qualified launch barge to move a single offshore structure component (a "platform jacket") between two U.S. points, if one point is an Outer Continental Shelf installation, when two conditions are met: the launch barge was built before December 31, 2000 and can launch at least 12,000 long tons, and the Secretary of Transportation finds no suitable coastwise qualified vessel available under the rules below. Key terms: coastwise qualified vessel — a vessel with a coastwise endorsement certificate; platform jacket — a single physical offshore structure component (covers platform jackets, tension‑leg or SPAR superstructures, hulls, tower/base sections, jacket structures, and deck modules or topsides). Process: the owner/operator must apply with engineering and timing details. The Secretary must quickly publish a Federal Register notice describing the project, offer more info on request, and ask for availability responses within 30 days. A coastwise vessel is treated as unavailable only if no responses arrive in 30 days, or if a responding owner says they have a suitable vessel but the Secretary decides within 90 days it is not suitable or not reasonably available.
