Cargo preference rules do not apply to some export programs run by the Secretary of Agriculture and the Commodity Credit Corporation. These include making U.S. farm products available at world market prices to U.S. exporters, users, processors, or foreign buyers to build export markets; payments to U.S. exporters or, where allowed elsewhere, cash grants to foreign buyers; mixing commercial credit guarantees with direct Corporation credits to lower interest; offering credit or guarantees for up to 3 years; and trading or bartering Corporation‑owned commodities for goods or services of equal value based on world prices. Any cargo rules that still apply to the imported items remain in force.
