The Secretary of Transportation can make contracts to recover, sell, or dispose of sunken or damaged ships, cargo, or property owned or insured by the Maritime Administration or certain former U.S. shipping agencies. Before disturbing any sunken military craft, the Secretary must consult the relevant military department (as defined in the 2005 Ronald W. Reagan NDAA). Net proceeds stay available until spent. Fifty percent goes to the Maritime Administration for State maritime academies and the U.S. Merchant Marine Academy for upkeep, training-ship costs, modernization, simulators, and fuel. The remainder funds maritime heritage grants at the Department of the Interior under section 308703 of title 54.
