Defines two vessel types used in the chapter. A "new vessel" is one built under this law and bought within 2 years, or built in a U.S. shipyard on private account and documented in the U.S. An "obsolete vessel" is at least 1,350 gross tons, the Secretary of Transportation says should be replaced for age/obsolescence/other reasons, and it was owned by a U.S. citizen for at least 3 years immediately before acquisition under this chapter.
