Allows the Secretary of Transportation to have new vessels built or old ones repaired or remodeled when needed to meet the subtitle’s goals. The work must be done in shipyards in the continental United States, including Alaska and Hawaii, but navy yards may be used if private bids are not acceptable. Contracts with private builders must follow the rules in Title V of the Merchant Marine Act, 1936 that apply to shipbuilding contracts.
