Homeland Security must make and enforce rules about boarding vessels that arrive at U.S. ports before those ships are inspected and secured. If someone breaks those rules, they can be punished under Title 18 with fines, up to 6 months in jail, or both, and these rules add to 18 U.S.C. 2279.
