A U.S.-owned vessel arriving from a U.S. port must leave its certificate of documentation with the consular officer, if one is present. The consular officer returns it when the master shows proper clearance, has followed laws about discharging seamen, and paid consular fees; if the master fails to deposit it, they owe a $500 civil penalty that the consular officer must sue for in the officer’s name for the United States.
