The Secretary must collect statistics about marine accidents using information from insurers that cover fishing vessels, fish-processing vessels, and fish-tender vessels. Insurers that provide primary insurance for those vessels must regularly send casualty data as the Secretary’s rules require. The Secretary must write those rules after talking with the insurance industry and may give the authority to a qualified person who knows how to collect insurance statistics to compile the data.
