Marine environment covers U.S. navigable waters and nearby land/resources; waters and fisheries under U.S. management; the Outer Continental Shelf seabed/subsoil and waters above; and recreational, economic, and scenic value. Secretary means the department head running the Coast Guard; for the Saint Lawrence Seaway it means the Secretary of Transportation. Navigable waters includes the U.S. territorial sea in Presidential Proclamation No. 5928 of December 27, 1988.
