Congress asks the President to keep negotiating with the International Maritime Organization for a global plan to make ports and ships safer. Each country should talk with its private maritime businesses when the plan is being made. The plan may include airport-style checks of cargo and baggage, limits on who can access cargo, ships, and docks, extra onboard security, and licenses or certificates showing security standards are met.
