The Secretary must create and carry out a plan to check how well security works at foreign ports that, with the Secretary of State, are judged to be high risk for terrorism against passenger ships. The Secretary will talk with the Secretary of State about the threat in each country. If a port fails the check, the Secretary of State will tell that country’s officials and suggest steps to meet the security standard used in the check. The President is encouraged to give antiterrorism help for maritime security under chapter 8 of part II of the Foreign Assistance Act of 1961 (22 U.S.C. 2349aa et seq.), especially for ports found inadequate.
