Property that is used, or meant to be used, to commit or help commit certain covered crimes can be seized and forfeited under the same rules used for federal drug forfeitures. If a boat shows common smuggling signs, those signs can be treated as evidence it was meant for smuggling and can justify seizing the vessel even if no drugs are found onboard. The law lists nine kinds of signs, including hidden or altered parts to avoid detection (like low profiles, secret compartments, extra engines, camouflage, or fake registration), gear or people that don't fit the boat’s declared purpose, unusually large supplies of fuel or food, running without lights, failing to stop or evading authorities, giving false or no identification, drug residue on the boat or people, using substances to hide residue, and drugs found in the water nearby when the circumstances suggest trafficking.
