Summary

Make an electronic system for merchant mariner credentials. A merchant mariner credential is a license, certificate, or document the Secretary issues under this title. The system must let people submit application parts online (sea service records, qualifications, course certificates, safety and medical papers), let employers and training providers send verifications and certificates securely, and let the Secretary process, evaluate, and remotely review applications and course approvals electronically. The Secretary must let the Maritime Administration and other federal agencies access anonymized, aggregated data from the system. At minimum that data must show total sea service, counts by rating and endorsements, basic demographics (age, gender, region or address), estimated processing times, number of approved training providers and their class counts, and, if applicable, applicants’ military branch and duty status. All collection must protect individuals’ privacy.
