Agency heads must send the Commandant any verified positive drug test or verified test-violation report they receive from a Medical Review Officer for a civilian employee, job applicant, Public Health Service officer, or NOAA officer who works on an agency-operated vessel. They must send the report within 2 weeks of getting it. They must follow the same rules used for reporting drug-test results to the Coast Guard for people on U.S.-documented vessels. The report may be released without the employee’s or applicant’s prior written permission, even if another law usually requires that permission.
