Canadian ships and wrecking gear can help Canadian or other ships and property that are wrecked, disabled, or in distress in U.S. waters next to Canada, including the canal between Lake Erie and Lake Huron and the Saint Marys River and its canal. That permission stops if the President declares that Canada has taken away or made unusable the reciprocal privileges.
