The Secretary of the department that runs the Coast Guard must carry out the Convention and this chapter in the United States. The Secretary must make rules to test, inspect, and initially approve containers and container designs (including how safety approval plates are attached, invalidated, or removed), require owners to do the periodic exams the Convention calls for, and gather and share information about container safety and international transport. If an owner shows a container without a safety approval plate meets the Convention’s standards, the Secretary can allow a plate to be attached. The Secretary can set fees for testing, inspection, and initial approval done by the Secretary or by someone delegated under section 80506. The Secretary must, as much as possible, promote using containers that move by land, air, and sea without reloading.
