Telecommunications carriers must promptly talk with the makers of their transmission and switching equipment and with their support-service providers so current and planned equipment, facilities, and services meet the capability rules in section 1002 and the capacity rules the Attorney General sets in section 1003. Manufacturers and providers must give carriers the features or changes needed to meet those requirements on a reasonably timely basis and for a reasonable charge, subject to sections 1003(e), 1007(a), and 1008(b) and (d).
