Summary

The Under Secretary of Commerce for Oceans and Atmosphere, working with the Secretary of Homeland Security, must set up a grant program to pay for outdoor alert systems in remote communities that the Federal Communications Commission identifies within 180 days after October 13, 2006 as lacking commercial cell service. The goal is to help residents get emergency alerts. The Under Secretary must create how people are notified and how to apply. They can set rules and require assurances so grants are used properly. Grants cannot be made more than 5 years after October 13, 2006, and total awards for all years may not exceed $10,000,000.
