The Secretary of Commerce must hire an independent auditor to check the First Responder Network Authority every year. The auditor must use regular business accounting rules. The check must happen where the Authority keeps its financial records. The auditor’s team can look at all books, accounts, records, reports, files, and other items needed for the audit and can verify balances with banks and custodians. The Authority keeps possession of its records. The auditor must send the audit report to the relevant Congressional committees, the President, and the First Responder Network Authority. Each report must explain the Authority’s financial condition and operations, give any recommendations, and describe anything the auditor thinks was done without legal authority.
