Create a special Do-Not-Call list for 9-1-1 trunks and other emergency lines. The Commission must start that work within 90 days after February 22, 2012. It must write rules after letting the public comment that let verified public safety answering point managers register those numbers; require checking the list at least once every 7 years; set up a way for autodialer operators to get and track access; keep the list from being shared; and ban robocalls to registered numbers. The Commission must also set fines: $100,000 to $1,000,000 per incident for improper disclosure, $10,000 to $100,000 per call for autodialing violations, and let fines vary based on whether the conduct was negligent (careless), grossly negligent (very careless), reckless, or willful (on purpose), and whether it’s a first or later violation.
