Appropriate national security agency — the Department of Homeland Security, Department of Defense, Office of the Director of National Intelligence, National Security Agency, and Federal Bureau of Investigation. Commission — the Federal Communications Commission. Communications equipment or service — equipment or service needed to provide advanced communications service. Covered communications equipment or service — items on the Commission’s list under section 1601(a). Customers — a provider’s customers and its affiliates’ customers (see section 153). Executive branch interagency body — an interagency body in the executive branch. Person — an individual or organization. Program — the Secure and Trusted Communications Networks Reimbursement Program under section 1603(a). Provider of advanced communications service — someone who offers this service to U.S. customers; includes accredited noncommercial schools providing their own facilities‑based educational broadband (see 47 C.F.R. §27.4), health care providers, and libraries. Recipient — a provider whose reimbursement application the Commission approved. Reimbursement funds — money received under the Program.
