Defines the key words used in the subchapter about broadband access, digital equity, and the related grant programs. Adoption of broadband — getting daily internet that is fast and capable enough for common tasks, meets the advanced telecommunications capability standard, includes the needed digital skills, and works on a personal device and a secure, convenient network. Advanced telecommunications capability — defined in section 1302(d) of this title. Aging individual — same as “older individual” in section 3002 of title 42. Appropriate committees of Congress — Senate Appropriations; Senate Committee on Commerce, Science, and Transportation; House Appropriations; and House Committee on Energy and Commerce. Assistant Secretary — the Assistant Secretary of Commerce for Communications and Information. Community anchor institution — places like public schools, housing authorities, libraries, health providers, community colleges and similar nonprofit or government community organizations. Covered household — a household whose income for the most recently completed year is no more than 150 percent of the Census poverty level. Covered populations — people in covered households, older adults, non‑federal incarcerated people, veterans, people with disabilities, people with language or literacy barriers, racial or ethnic minorities, and people who mainly live in rural areas. Covered programs — the State Digital Equity Capacity Grant Program (section 1723) and the Digital Equity Competitive Grant Program (section 1724). Digital equity — having the technology capacity needed for full participation in U.S. society and the economy. Digital inclusion — steps to make sure people have affordable internet, useful devices, and helpful online content; includes digital literacy training, good technical support, and basic online privacy and cybersecurity awareness. Digital literacy — skills to use technology to find, evaluate, organize, create, and share information. Disability, gender identity, Indian Tribe, institution of higher education, local educational agency, postsecondary vocational institution, rural area, veteran, and workforce development program — each is defined in the other federal sections cited in the statute.
