The Federal Communications Commission (FCC) must not change the equal-employment rules or the reporting forms used by TV broadcast stations from how they were on September 1, 1992, except where this rule allows changes. The FCC must add a required midterm check of TV stations’ hiring practices and tell stations what recruiting fixes are needed. The FCC may also make only small technical or clerical updates to those rules to reflect new technology, words, or agency changes.
