The President may refuse, cancel, or place conditions on a cable license after giving notice and holding a hearing if that helps secure or protect U.S. or U.S. citizens’ rights about cables abroad or promotes U.S. security. The President can also approve a license with terms to ensure fair rates and service. A license cannot give anyone exclusive rights to land or operate cables in the United States. This does not limit the Federal Communications Commission’s authority over message transmission.
