Any cargo ship that has a radiotelephone must carry at least one operator on board for safety. The operator can be the captain, another officer, or a crew member. A United States cargo ship sailing in the open sea outside a harbor or port must keep the radiotelephone under continuous watch whenever it is not being used for authorized communications.
