These forfeitures are additional to penalties under subchapter V. A U.S. vessel operated in violation of these rules or the Commission’s regulations must forfeit $5,000 to the United States; each day is a separate offense and recoverable by suit or libel. A vessel master who willfully fails to enforce or follow the rules must forfeit $1,000.
